Finally it is sculpted down to an extraordinary construction ('and the life of man, solitary, poor, nasty, brutish and short') 26 Frameworks of power which renders more through form than words alone the horror and emptiness of life outside civil society.

The monarchy presented itself as a referee , a power capable of putting an end to war, violence and pillage and saying no to these struggles and private feuds. It made itself acceptable by allocating itself a j uridical and negative function, albeit one whose limits it naturally began at once to overstep. Sovereign, law and prohibition formed a system of representation of power which was extended during the subsequent era by the theories of right: political theory has never ceased to be obsessed with the person of the sovereign.

While consider­ able attention is paid to constructing a precise instrument for measuring power in terms of responses to its exercise, many less precise aspects of analysis are to be found in the model's application to the empirical analysis of the community of New Haven (Dahl 1961) . In fact, this is to be expected, if for no other reason than that the model itself retains many imprecise and tacit assumptions. The point is not so much that these still remain: one would find it difficult to conceive of a formal model on which complete closure could be effected but which at the same time retained 10 Frameworks of power much empirical utility.
